Volmar did Sandy Storm repair work on my house as a contractor to NYC. They don't do the work, but subcontract to other contractors, who in turn subcontract, etc. In my case, it went 4 levels down, with the guys on the ground all day laborers. Volmar's prime goal is to maximize profit, by doing as little as possible in the cheapest, fastest way possible. It is not to do a good, or even respectable job. Quality, cleanliness, punctuality, truthfulness, responsiveness, responsibility and communication all substandard in my experience. May be it was "government work", but it should have been a lot better.
